Tim Cooper joined BLOCS in 2025. In his role of Development Manager at BLOCS, he supports the grade schools in developing a plan to increase EITC contributions to their schools. He works with school advancement and administrative teams to help them better understand the program to increase their confidence in speaking on EITC to parents and local businesses. He supports outreach by speaking at school events and engaging with members of school and parish networks to help spread awareness of BLOCS and the EITC program.

Cooper is a Graduate of Penn State with a Bachelor’s degree in corporate communications and a business minor. Prior to joining BLOCS, Cooper held a marketing role with a disaster restoration company as well as several business development roles with a home remolding company. These prior roles have equipped Cooper with the skills needed to promote the Pennsylvania Educational Improvement Tax Credit (EITC) program while also ensuring an incredible donor experience.
