Joe Wilson
Development Manager
Joe Wilson serves the Greater Pittsburgh region, including the Greensburg Diocese and the Diocese of Erie, Pa., for BLOCS. In this role, he partners with 90 schools to grow the Educational Improvement Tax Credit (EITC) program, raise awareness of BLOCS’ mission, and deliver targeted professional development for school communities.
In this capacity, Wilson’s efforts focus on donor relations, development, and stewardship, ensuring sustained support for high-quality education across the region. The goal is for parents to be able to afford choices in their children’s education.
Prior to this position, Wilson served as Director of Finance and Administration, for Carnegie Museums of Pittsburgh from 2024-2025. There he was responsible for financial planning for a $13 million operating budget. This included utilities, construction, and the skilled maintenance and custodial labor forces for the museum’s properties.
From 2021-2023, Wilson served as President of North Catholic High School in Pittsburgh, Pa. There he was responsible for fundraising from alumni, parents, and the community at large. Wilson worked with the PA EITC tax credit program to enhance the financial aid program. In this capacity, he was also responsible for the overall branding and image of the school. This required direct supervision of the marketing, admissions, and facility departments. During this time, Wilson was able to generate over $2 million in new revenue for the school.
For more than 18 years, Wilson served as a Business Manager at North Catholic where he was responsible for the financial aid program and business operations. This included negotiating foodservice and sponsorship agreements with vendors and managing a $1.3 million build out of an unfinished wing of the school as well as $200,000 in robotics lab and weight room upgrades. During this time North Catholic’s enrollment grew from 291 students in 2014 to 680 in 2023.
Wilson graduated from Duquesne University in 1996 with bachelor’s degree in History and Marketing and Carnegie Mellon in 2001 with a master’s degree in Public Policy and Management.
