Natalia Dominguez Buckley

Director Bureau, Redevelopment, Capital & Debt Governor’s Budget Office - Commonweath of Pennsylvania


Natalia has over 20 years of experience in the public finance and economic development sector. She is currently the Director Bureau of Redevelopment, Capital & Debt for the Governor's Budget Office. In her leadership role, she oversees the issuance of multi-billion-dollar General Obligation bonds, tax anticipation notes, Revenue bonds and other notes. She advises the Budget Secretary, the Governor, and other State Officials on the need for bond issuance, prepares legislation such as Capital Debt Authorization Bill and any other debt issuance opportunities. She also manages future multi-billion-dollar capital projects including the Redevelopment Assistance Capital Project (RACP), Public Improvement Projects (PIP), Transportation Assistance Projects (TAP) and oversees the debt sinking fund for the Commonwealth. She also oversees and directs major components of the Commonwealth Capital Budget and works closely with varies State Agencies.

In her previous role as the First Deputy City Treasurer for the City of Philadelphia, Natalia was part of the Office’s leadership team, she oversaw the issuance of notes and bonds on behalf of the City’s General and Enterprise Funds, managed the City’s $9 billion outstanding debt portfolio, cash management and investments, and manage the City’s bank accounts.

Prior to joining the City, Natalia worked at Santander Bank, first as Vice President Community Partnership Manager for the Mid-Atlantic Region supporting communities, and then joined the Government Banking Team as Vice President, Specialized Banking Relationship Manager. Natalia was responsible for the sales, service, and retention of complex non-profit, higher education, health care institutions, municipalities, and state agencies.

Prior to Santander, Natalia held a range of leadership roles within the Government and Non-Profit space including the Office of International Business Development (OIBD) for the PA Department of Community and Economic Development (DCED) where she focused on trade and investment for the Southeast Region of the State as Regional Director. She also worked at the Philadelphia Industrial Development Corporation (PIDC) a quasi-governmental entity as a Project Manager managing multi-million-dollar RACP projects and was also part of the Tax-Exempt Municipal Bond team issuing debt on behalf of the City of Philadelphia, Charter Schools, and Institutions.

Natalia also worked at the University of Pennsylvania at the Treasury Office as a Financial Analyst. She assisted the Associate Treasurer and CFO of the University in issuing and managing the University’s debt & liquidity, the cash flow and coordinated the University’s Finance and Budget Trustees Committee meetings and reports.

Natalia holds a BA in International Relations from the University of Pennsylvania and an MGA in Public Finance from the Fels Institute of Government-University of Pennsylvania.

She proudly serves on several non-profit boards such as The Greater Philadelphia Hispanic Chamber of Commerce as a Secretary, Community First Fund a CDFI micro-lending organization and the Business Leadership Organized by Catholic Schools (BLOCS) an independent charitable organization. Natalia was also appointed by the Mayor to serve on the Philadelphia Energy Authority’s board, an independent municipal authority focused on issues of energy affordability and sustainability for Philadelphia’s government and its citizens and the Philadelphia Facilities Management Corporation (PFMC) that manages the operation of Philadelphia Gas Works (PGW) owned by the City of Philadelphia and is the largest municipally owned gas utility in the country. Recently, Natalia was appointed by the Governor to serve on the board of directors as Chairwoman of the State Public School Building Authority (SPSBA) and Pennsylvania Higher Education Facilities Authority (PHEFA)

Natalia has received a number of awards throughout the years, one of recently is the Philadelphia Business Journal “2020 Minority Business Leaders Awards” and in 2018 was named by The Office of the Governor’s Advisory Commission on Latino Affairs as “One of The Top 100 Most Influential Latinos in The State of Pennsylvania.”
